Upgrading of the ITEP accelerator complex consisting of two heavy ion synchrotron rings - the project ITEP-TWAC - is aiming at production of intense heavy ion beams. Non-Liouvillean stripping technique is applied for stacking of many pulses accelerated up to 0.7 GeV/u in a booster ring into 34 Tm storage ring. Physical processes limiting the final phase space density of accumulated and compressed ion beam are discussed. Status of construction and commissioning of key elements of the accelerator facility is presented.
