Summary of the Meeting of the PS Management Board

S. Baird first showed the modified 2002 schedule for SPS with a shorter ion run in October (weeks 39 to 42) and the proton run extended until week 38 following a request from NA48. The SPS will stop on 21 October one week earlier than the PS instead of two. The PS 2002 schedule has also been modified and will be submitted to the Research Board for approval on 12.9.2002. The PS and PSB will stop on 28 October and the PS and PSB tunnels will be open for free access on 4.11.2002 . CTF2 will continue running until the end of November 2002. As the SPS stops one week later than foreseen only week 43 would be available for vacuum tests with Linac III instead of the three requested. However, one of the two missing weeks could be recuperated during weeks 34 or 35. S. Baird will contact E. Mahner, LHC/VAC. Action : S. Baird.

S. Baird then presented the draft 2003 SPS schedule with the first beam foreseen on Friday 2nd May and physics runs starting 26 May, as well as the draft 2003 PS schedule. The PS will start before Easter to prepare all the complicated beams, but will be in stand-by over the Easter holiday period, and will terminate end October with two technical stops in June and August. Comments should be sent to S. Baird.

4. Status of the consolidation project and possible additional items

J. Gruber has made a review of the budget situation of the PS Consolidation Project, in collaboration with the Group Leaders concerned and showed graphs and summaries of the present status. As some of the budget resources have not been committed this year, it may be possible to deblock money for other high priority items for the Consolidation Project. J. Gruber had identified three important items which will be added to the 2002 list : AE - spare quadrupoles Q120 for East Hall, PO - continuous transfer, renewal of the staircase kicker fault protection, RF - renovation of interlocks of the Linac II and III RF chains. The Group Leaders concerned can start investment on these items.

5. Preparation of the A&B Staff Plan by Work Breakdown Structure

J.P. Delahaye showed a copy of the memorandum from the Director-General concerning the preparation of Morges III (28-29.10.2002) to prepare the CERN manpower planning for the years 2003 to 2010 (see also ABMB 29.7.2002). The deadline at Sector level is 21.9.2002 in order to leave one month for the preparation of the plan at CERN level. During the period 26 September to 1 October 2002, the Director-General will visit each division with the Director concerned to discuss any problems met during the analysis. The meeting for A&B Division will take place on Tuesday, 01.10.2002.

J.P. Delahaye thanked Group and Project Leaders for the excellent analysis they have done on the Work Breakdown Structure for PS Groups as well as the new PPAs. At the ABMB meeting last week, it was also agreed to follow this direction in preparation for EVM (Earned Value Management).

The exercise must now be carried out in the context of the A&B Division with collaboration between the PS and SL Group Leaders and the future A&B Group Leaders. As an example, Jean-Pierre Riunaud presented the breakdown he proposes for the A&B/ABP Group, but it was agreed to standardise the way information is presented for each group at the divisional level. The attached work unit summary template has been adopted for this purpose and should be used for indicating the work units, related project work units, PPA and requirements in financial and human resources per year for 2003 to 2010. Work units can possibly be combined in activities when a common PPA and budget code can be defined. A&B Group Leaders and their deputies are asked to prepare this information for end August 2002, using the above template, so that it can be analysed at divisional level in September. Project Leaders are requested to check that the work units corresponding to their project are correctly taken into account by the various groups, with adequate resources. A preliminary analysis for each group for 2003, as well as comments or suggestions on the procedure will be presented and discussed at the ABMB on 12.8.2002. Moreover, Group Leaders are encouraged to nominatively identify the person responsible, as well as the manpower resources which will be allocated in 2003 to each work unit, following the work breakdown structure in their group.
